Abstract: The demand for transparency aims for greater clarity, especially in complex regulatory and technical environments. However, it often remains unclear exactly what certain transparency requirements actually demand from whom and how. Our goal is to reduce these uncertainties. To this end, we are developing a comprehensive scheme that facilitates a structured review of transparency requirements and systematically supports the planning and implementation of transparent processes In developing this scheme, we draw on approaches from the research literature that define transparency and specify requirements, as well as on the analysis and interpretation of legal provisions that mandate transparency. This scheme enables us to e!ectively structure and clarify legal transparency requirements. Furthermore, using an exemplary process, we sketch how transparency can be e!ectively implemented using our scheme. Thus, the scheme contributes to improved clarity and a deeper understanding of transparency requirements, which is crucial for regulatory compliance and simultaneously strengthens stakeholder trust.
